Middle East District awards contract for Shore to Ship Utilities in Bahrain

The Transatlantic Middle East District (TAM) issued a $33,652,278 contract for shore-to-ship utilities in Manama, Bahrain.

TAM partnered with the U.S. Naval Forces Central Command (NAVCENT) & Fifth Fleet, Naval Facilities Engineering Command Atlantic (NAVFAC LANT), and the Bahrain Public Works Department (PWD) to construct the P964 Shore-To-Ship Utility Services Project.

This $34M project constructs comprehensive utility distribution systems and a storage facility to provide dedicated quayside shore-to-ship utility services for the Littoral Combat Ships (LCS) and other homeported and deployed ships berthed at the Naval Support Activity annex (NSA II), Bahrain.

Contract # W912ER21C0013 was awarded June 10, to CONTRACK WATTS, INC., in support of U.S. Naval Operations’ Shore to Ship Utilities, Naval Support Activity (NSA) at Manama, Bahrain.

The period of performance is 11 June 2021 – 2 April 2024, or 1,026 calendar days from date of award.

NSA Bahrain is the home of NAVCENT and Fifth Fleet Headquarters and provides operational ship support to U.S. and coalition forces operating throughout the region. Currently, shore-to-ship utility services along the quay wall at NSA II are provided through a local ship husbandry contract. The annual cost of such services currently averages $4 million per year. Homeporting LCS represents a significant increase in the operational tempo and a corresponding impact within this operational theater. The current waterfront at NSA II does not include dedicated utility services for the LCS mission or for other current and future ship berthing requirements."

For nearly 70 years, the Middle East District has supported U.S. military and allied mission partners in the U.S. Central Command area of responsibility.  The District provides engineering, design, construction execution and related services to increase regional security and stability in support of enduring U.S. interests and contingency operations.
