Middle East District awards Local National QA contract for Iraq support

The Middle East District awarded a personal services contract for Local National Quality Assurance (LNQA) in exclusive support of USACE missions, including Foreign Military Sales (FMS) throughout Iraq.  

This is a Single Award Task Order Contract which is a multi-year (base year + up to four option years) Indefinite Delivery/Indefinite Quantity. The total contract capacity is $25 million. Contract number W912ER18D0012 was awarded to Versar, Inc., on Sept. 14. The base year period of performance is Sept. 14, 2018 through Sept. 13, 2019 and there are four option years.

The contract is for Iraqi National project and program management, contract administration, project engineering, quality assurance, real estate, and support staff through a firm fixed price, personal services contract for its continued operations in Iraq. These positions shall replicate typical foreign national service (FNS) employee positions obtained by U.S. Government Agencies to support overseas projects and locations.

“Iraqi Nationals provide USACE with experienced and knowledgeable local personnel much like using Foreign National Service employees in Egypt,” said Louis Martinez, the District’s project manager. “Local Nationals complement our USACE staff.”

The Middle East District provides engineering, construction and related services in the Middle East, Central Asia and other areas. Its work includes designing and constructing facilities for use by U.S. forces, performing engineering activities for other U.S. government and foreign agencies, and providing operations and maintenance services for various customers. In addition, the District provides project management, engineering, contracting and support services to USACE districts in Afghanistan.
