Members of the Middle East District, Transatlantic Division, friends and family gathered at the Old Courthouse and Civil War museum on Winchester's walking mall, as many others joined virtually from across the United States to wish LTC Richard Collins and his family well on his retirement from the Army, following 26 years of honorable service.
