Dale Hartman, chief of the Middle East District’s Center of Standardization for Contingency Facilities and Mark Whitacre, an engineering technician, lay out a model of a military camp designed by the CoS. The CoS was recently awarded the Gordon Frank Award for Outstanding Value Methodology in Government at the 2015 SAVE Value Summit in San Diego June 9.
