Tom Waters assumed duties as the Deputy for Programs and Project Management for the U.S. Army Corps of Engineers Middle East District, effective June 27, following the retirement of Deborah Duncan. Waters is now responsible for the organization’s overall project execution, ensuring that program milestones are established and meet customer expectations and that quality projects are completed on time and within budget.
