The USACE Deployment Center (UDC) was established in May 2006 to prepare civilian employees for deployment to Iraq and Afghanistan to work on Corps of Engineers' reconstruction projects in those nations. The UDC, along with its sister element - the Administrative Personnel Processing Office, fall under the Plans and Operations Office of the Middle East District, located in Winchester, Virgina.

As a subordinate element of the U.S. Army Corps of Engineers, the Middle East District (MED) provides quality, responsive engineering, construction, and related advice and services to customers within its assigned area of responsibility. Additionally, the Middle East District supports deployment operations and provides a wide range of technical support services to forward deployed organizations.
