Colonel Patrick V. Kinsman assumed command of the U.S. Army Corps of Engineers Middle East District, headquartered in Winchester, Virginia, on December 8, 2016.

The Middle East District is responsible for providing engineering, construction, and related services in the Middle East, Central Asia, and other areas as required. Its work includes designing and constructing facilities for use by U.S. forces, performing engineering activities for other U.S. government and foreign agencies, and providing operations and maintenance services for various customers. In addition, the district provides project management, engineering, contracting and support services to the USACE district in Afghanistan.

Before assuming command, Colonel Kinsman served as the Chief of Staff for the Transatlantic Division, also located in Winchester. He was responsible for supporting USACE operations in the region and overseeing all business support operations within the division.

Colonel Kinsman previously served as a Secretary of Defense and Army War College Corporate Fellow assigned to the Intel Corporation, in Hillsboro, Oregon. He is a native of Bellevue, Washington, and a 1993 graduate of the United States Military Academy at West Point, New York, where he received his commission as a second lieutenant in the Corps of Engineers and a Bachelor of Science in Environmental Engineering. COL Kinsman also attended the University of Missouri-Rolla earning a Master of Science in engineering management and the Georgia Institute of Technology earning a Master of Science in civil engineering and a master’s in business administration.

Colonel Kinsman has held positions of platoon leader, company executive officer, assistant division engineer LNO, assistant battalion operations officer, Corps Engineer operations officer, battalion S4, company commander, resident engineer, battalion operations officer, brigade engineer, and battalion commander. Before his USACE assignments, he served as the Deputy Commander for the Joint Multinational Readiness Center in Hohenfels, Germany. 

His assignment locations have included Schofield Barracks, Hawaii; Fort Bragg, North Carolina; Fort Leonard Wood, Missouri; Atlanta, Georgia; Washington, DC; Gardez, Afghanistan; Fort Leavenworth, Kansas; Bamberg, Germany; Jalalabad, Afghanistan; Madrid, Spain; Fort Campbell, Kentucky; Balad, Iraq, and Hohenfels, Germany.

Colonel Kinsman’s awards and decorations include the Defense Meritorious Service Medal, the Bronze Star Medal with two Oak Leaf Clusters, the Army Meritorious Service Medal with two Oak Leaf Clusters, the Army Commendation Medal with Oak Leaf Cluster, the Army Achievement Medal, the Navy and Marine Corps Achievement Medal, the Joint Meritorious Unit Award, the Meritorious Unit Citation, the Army Superior Unit Award, the National Defense Service Medal with Service Star, the Afghanistan Campaign Medal with Service Star, the Global War on Terrorism Service Medal, the Army Service Ribbon, the Overseas Service Ribbon, the NATO Medal, the Senior Parachutist Badge, the Air Assault Badge, and the Ranger Tab.
