CENTCOM MATOC Phase One Pre-Proposal Conference a Success

WINCHESTER, Va. – Representatives from 115 companies attended a pre-proposal conference here Sept. 15 for an upcoming Multiple Award Task Order Contract (MATOC) supporting operations in the U.S. Central Command (USCENTCOM) area of responsibility, which includes 20 countries in the Middle East and Central Asia.

The 164 attendees came from foreign countries, across the U.S., and from the local area to find out what the U.S. Army Corps of Engineers (USACE) Middle East District (MED) expects of them as they prepare their Phase One proposals for this MATOC, which has an overall estimated programmed amount of $3.8 billion.

The district’s panel of speakers included Deborah Duncan, Deputy for Programs and Project Management; Rich Dickson, MATOC program manager; and Lisle Lennon, MATOC contracting officer from the USACE Engineering and Support Center in Huntsville, Ala., who is assisting MED with the solicitation.

Attendees were encouraged to submit written questions during the event and were also provided an opportunity to ask questions in an open forum at the end of the panel’s presentation. Any additional questions about the MATOC or Phase One Proposal submission will be accepted as “bidder inquiries” on ProjNet until Sept. 27.

“Expeditious award of this MATOC is very important to MED and TAD (Transatlantic Division), as it will allow us to award construction and design-build contracts in a more expeditious and efficient manner in the future. A successful pre-proposal conference is a significant milestone,” said Duncan.
